The President of the
United States nominates individuals
to fill positions, some of which require the United States Senate to confirm
or approve those nominations under the requirements of the
Advise and Consent provisions of the United States Constitution. A
background review is made by the White House through various agencies of
the government, and the Senate Committee staff makes additional studies
for the benefit of Senate.
The nomination is
referred to a Senate Committee for a hearing
where the nominee is interviewed, has the opportunity to present a
statement, and where ultimately the committee makes a decision of
whether or not recommend that nomination to the floor
of the whole Senate for further discussion and a
vote yes or no. A simple majority is required to
confirm a nomination. If that occurs,
the nominee may be sworn into the position
of the nomination. Either the committee or the Senate may reject
the nomination, although the whole Senate may overrule the
recommendation of the Senate committee.
The President may withdraw
a nomination anytime before it is confirmed by the Senate.
A nominee may also resign from the
nomination at any point before confirmation by the full Senate.
After being sworn in, the appointee may resign
from the job itself by confirming that intent to the President.
The appointment may be for a specific whole or partial term ending at a
particular date, or the appointment ends at the Pleasure
of the President or at the end of the President's current
term in office.
When the Senate is in
Recess, the President has the authority to make appointments which
totally bypass the regular Senate Confirmation process. These are
called Recess Appointments.

has established a Master Data Base of appointments made by the President
of the United States beginning June 1, 2007. After a half century
of study of these appointments, it is clear that there is no
comprehensive directory of Presidential Appointments. This Data
Base includes Confirmation Appointments, Recess Appointments, Ceremonial
Appointments, Commission and Committee Appointments, general
appointments which do require confirmation, White House appointments,
and military appointments to any of the above categories. The data
base does not usually include routine military officer commission
appointments.
Each entry is filed by
the last name, first name, party, state of
residence, position, status, biographical and photo links when
available; A reference guide is available at the head
of the data base. Multiple or successive appointments are added to
the original reference, each appointment being separated by a colon (;)
from any previous appointment. Search

Management), Dr. Brook currently serves as Professor of Public Policy
and Director of the Center for Defense Management Reform in the School
