These notices are for Federal appointments within the Executive Branch for a variety of positions of all types.  These do not include appointments which require Senate confirmation.  Neither is this a complete list of appointments being filled at any particular time - many do not require notice or publication.  Be careful to comply with deadline dates for nominations.  There are technical requirements for some nominations which must be followed carefully.  Deadline dates are noted on some listings.  We do not edit the federal document in any way - some have minor spelling errors and similar matters which we leave intact - as is as we receive them.

SUPPLEMENTARY INFORMATION: The National Medal of Technology is the 
highest honor awarded by the President of the United States to 
America's leading innovators. Enacted by statute in 1980, the Medal of 
Technology was first awarded in 1985. The Medal is given to 
individuals, teams, or companies who have improved the American economy 
and quality of life by their outstanding contributions through 
technology.
    The primary purpose of the National Medal of Technology is to 
recognize American innovators whose vision, creativity, and brilliance 
in moving ideas to market have had a profound and lasting impact on our 
economy and way of life. The Medal highlights the

national importance of fostering technological innovation based upon 
solid science, resulting in commercially successful products and 
services.
    On March 2, 2007, the Technology Administration published a notice 
of solicitation for nominees for the 2007 National Medal of Technology. 
The original deadline for nominees was May 31, 2007. Due to server 
problems encountered during the submission period, which resulted in 
the inability for some nomination packages to be submitted before the 
deadline, the Technology Administration is extending the deadline from 
May 31, 2007, to July 18, 2007. Nomination packages submitted and 
received between May 31, 2007 and June 26, 2007 are deemed to be 
timely. All other program requirements and information published in the 
original solicitation remain unchanged.

SUMMARY: The Food and Drug Administration (FDA) is requesting 
nominations for members to serve on the Risk Communication Advisory 
Committee in the Office of Planning, Office of the Commissioner. 
Elsewhere in this issue of the Federal Register, FDA is publishing a 
document announcing the establishment of this committee.
    FDA has special interest in ensuring that women, minority groups, 
and individuals with disabilities are adequately represented on 
advisory committees and, therefore, encourages nominations of qualified 
candidates from these groups.

SUPPLEMENTARY INFORMATION: FDA is requesting nominations for voting 
members on the Risk Communication Advisory Committee.

I. Function of the Risk Communication Advisory Committee

    The committee advises the Commissioner of Food and Drugs on 
strategies and programs designed to communicate with the public about 
both the risks and benefits of FDA-regulated products so as to 
facilitate optimal use of these products. The committee also reviews 
and evaluates research relevant to such communication to the public by 
both FDA and other entities. It also facilitates interactively sharing 
risk and benefit information with the public to enable people to make 
informed independent judgments about use of FDA-regulated products.

II. Criteria for Voting Members

A. Experts

    Persons nominated for membership must have scientific expertise or 
extensive experience in one or more of the following fields: Risk 
communication; risk perception; social marketing; communications; 
cognitive, social, health, behavioral, or other relevant specialties of 
psychology or sociology; decision analysis; qualitative or quantitative 
research methodology; health literacy; cultural competency; journalism; 
and/or biomedical ethics.

B. Public Members

    Persons nominated for membership on the committee to provide a 
perspective from real-world experience on the communication needs of 
the various groups who use FDA-regulated products must have the 
following skills: (1) Ability to communicate the interests and 
perspectives of consumers, patients, patient-caregivers, or health 
professionals; (2) ability to discuss benefits and risks; and (3) 
ability to understand the results of research studies. In addition, 
preference will be given to nominees who have one or more of the 
following qualifications: (1) Ability to analyze technical data; (2) 
understanding of research design; (3) ability to disseminate 
information about the advisory committee experience to the community; 
and (4) ties to a consumer, patient, and/or community-based 
organization. As a member of the Risk Communication Advisory Committee, 
these individuals will serve in their individual capacities. However, 
we expect that they can also serve as conduits between FDA and the 
general public. Nominated individuals may include patients and 
patients' family members, health professionals, communicators in 
health, medicine, and science, and persons affiliated with consumer, 
specific disease, or patient safety advocacy groups.

III. Nomination Procedures

    Any interested person may nominate one or more qualified persons 
for membership on the advisory committee. Self-nominations are also 
accepted. Nominations must include a current resume or curriculum vitae 
of each

nominee, including current business address, telephone number, and e-
mail address if available. Nominations must also acknowledge that the 
nominee is aware of the nomination, is willing to serve as a member, 
and appears to have no conflict of interest that would preclude 
membership. FDA will ask the potential candidates to provide detailed 
information concerning matters related to financial holdings, 
employment, and research grants and/or contracts.

SUMMARY: The Organic Foods Production Act (OFPA) of 1990, as amended, 
requires the establishment of a National Organic Standards Board 
(NOSB). The NOSB is a 15-member board that is responsible for 
developing and recommending to the Secretary a proposed National List 
of Allowed and Prohibited Substances. The NOSB also advises the 
Secretary on all other aspects of the National Organic Program. The 
U.S. Department of Agriculture (USDA) is requesting nominations to fill 
one Environmentalist position on the NOSB. The Secretary of Agriculture

SUPPLEMENTARY INFORMATION: The OFPA of 1990, as amended (7 U.S.C. 6501 
et seq.), requires the Secretary to establish an organic certification 
program for producers and handlers of agricultural products that have 
been produced using organic methods. In developing this program, the 
Secretary is required to establish an NOSB. The purpose of the NOSB is 
to assist in the development of a proposed National List of Allowed and 
Prohibited Substances and to advise the Secretary on other aspects of 
the National Organic Program.
    The current NOSB has made recommendations to the Secretary 
regarding the establishment of the initial organic program. It is 
anticipated that the NOSB will continue to make recommendations on 
various matters, including recommendations on substances it believes 
should be allowed or prohibited for use in organic production and 
handling.
    The NOSB is composed of 15 members; 4 organic producers, 2 organic 
handlers, a retailer, 3 environmentalists, 3 public/consumer 
representatives, a scientist, and a certifying agent. Nominations are 
being sought to fill an Environmentalist vacancy. Individuals appointed 
to this NOSB position must demonstrate expertise in areas of 
environmental protection and resource conservation as they relate to 
organic agricultural production.
    To nominate yourself or someone else please submit, at a minimum, a 
cover letter stating your interest and a copy of the nominee's resume. 
You may also submit a list of endorsements or letters of 
recommendation, if desired.
    Nominees will be supplied with an AD-755 background information 
form that must be completed and returned to USDA within 10 working days

required for a nominee to receive consideration for appointment by the 
Secretary.

The Deputy Administrator of the Agricultural Marketing Service's Fruit 
and Vegetable Programs will serve as the Committee's Executive 
Secretary. Representatives from USDA mission areas and agencies 
affecting the fruit and vegetable industry will be called upon to 
participate in the Committee's meetings as determined by the Committee 
Chairperson.
    Industry members will be appointed by the Secretary of Agriculture 
and serve 2-year terms. Membership will consist of up to twenty-five 
(25) members who represent the fruit and vegetable industry and will 
include individuals representing fruit and vegetable growers/shippers, 
wholesalers, brokers, retailers, processors, fresh cut processors, 
foodservice suppliers, state departments of agriculture, and trade 
associations. The members of the reestablished Committee will elect the 
Chairperson and Vice Chairperson of the Committee. In absence of the 
Chairperson, the Vice-Chairperson will act in the Chairperson's stead.
    The Secretary of Agriculture invites those individuals, 
organizations, and groups affiliated with the categories listed above 
to nominate individuals for membership on the reestablished Committee. 
Nominations should describe and document the proposed member's 
qualifications for membership to the Committee, and list their name,

distinguished body of non-EPA scientists, engineers, economists, and 
social scientists that are nationally and internationally recognized 
experts in their respective fields. Members are appointed by the EPA 
Administrator for a period of three years, with the possibility of re-
appointment to a second three-year term. This notice specifically 
requests nominations for the chartered CASAC, the chartered SAB and its 
Subcommittees.
    Expertise Sought: Established in 1977 under the Clean Air Act (CAA) 
Amendments, the chartered CASAC reviews and offers scientific advice to 
the EPA Administrator on technical aspects of national ambient air 
quality standards for criteria pollutants. As required under the CAA 
section 109(d),

CASAC will be composed of seven members, with at least one member of 
the National Academy of Sciences, one physician, and one person 
representing State air pollution control agencies. The SAB Staff office 
is specifically seeking nominations of experts for CASAC that fulfill

    The chartered SAB (or Board) was established in 1978 by the 
Environmental Research, Development and Demonstration Act to provide 
independent advice to the Administrator on general scientific and 
technical matters underlying the Agency' policies and actions. All the 
work of the SAB is under the direction of the Board. The chartered 
Board provides strategic advice to the EPA Administrator on a variety 
of EPA science and research issues and programs, and reviews and

disciplines: Environmental economics; behavioral and decision sciences; 
epidemiology and public health; bioengineering and alternative energy 
sources.
    The SAB Ecological Processes and Effects Committee (EPEC) provides 
scientific advice and recommendation to protect, sustain and restore 
the integrity of ecosystems. The SAB Staff office is seeking 
nominations of experts for the EPEC in the following disciplines: 
Landscape ecology; terrestrial ecology; and valuation of ecological 
systems and services.
    The SAB Environmental Economics Advisory Committee (EEAC) provides 
advice on methods and analyses related to economics, costs, and 
benefits of EPA environmental programs. The SAB Staff office is seeking 
nominations of experts for the EEAC in the following disciplines: 
Environmental economics; cost-benefit analysis; uncertainty analysis; 
climate change mitigation; agricultural economics; marine resource 
economics; emissions trading; and market mechanisms and incentives.
    The SAB Environmental Engineering Committee (EEC) provides advice 
on environmental engineering, remediation, and control. The SAB Staff 
office is seeking nominations of experts for the EEC in environmental 
technology and sustainability.
    The SAB Exposure and Human Health Committee (EHHC) provides advice 
on the development and use of guidelines for human health effects, 
exposure assessment, and risk assessment. The SAB Staff office is 
seeking nominations of experts for the EHHC in the following 
disciplines: Carcinogenesis; reproductive and developmental effects; 
neurotoxicology; epidemiology; and public health.
    The Radiation Advisory Committee (RAC) provides advice on radiation 
protection, radiation science, and radiation risk assessment. The SAB 
Staff office is seeking nominations of experts for the RAC in the 
following disciplines: Dose-response; risk assessment; radiological and 
biological modeling; medical physics; and risk communication pertinent 
radiation and public health.

SUPPLEMENTARY INFORMATION: The Consumer Advisory Council was 
established in 1976 at the direction of the Congress to advise the 
Federal Reserve Board on the exercise of its duties under the Consumer 
Credit Protection Act and on other consumer-related matters. The 
Council by law represents the interests both of consumers and of the 
financial services industry (15 U.S.C. 1691(b)). Under the Rules of 
Organization and Procedure of the Consumer Advisory Council (12 CFR 
267.3), members serve three-year terms that are staggered to provide 
the Council with continuity.
    New members will be selected for terms beginning January 1, 2008, 
to replace members whose terms expire in December 2007. The Board 
expects to announce its appointment of new members in early January. 
Nomination letters should include:
    A resume;
    Information about past and present positions held by the 
nominee, dates, and description of responsibilities;
    A description of special knowledge, interests, or 
experience related to community reinvestment, consumer protection 
regulations, consumer credit, or other consumer financial services;

financial services or community reinvestment, but they should possess 
some basic knowledge of the area. They must be able and willing to make 
the necessary time commitment to participate in conference calls, and 
prepare for and attend meetings three times a year (usually for two 
days, including committee meetings). The meetings are held at the 
Board's offices in Washington, DC. The Board pays travel expenses, 
lodging, and a nominal honorarium.
    In making the appointments, the Board will seek to complement the 
background of continuing Council members in terms of affiliation and

SUPPLEMENTARY INFORMATION: Under the authorities that established the 
ACCV, the Federal Advisory Committee Act of October 6, 1972 (Pub. L. 
92-463) and

section 2119 of the Act, 42 U.S.C. 300aa-19, as added by Public Law 99-
660 and amended, HRSA is requesting nominations for three voting 
members of the ACCV.
    The ACCV advises the Secretary on the implementation of the VICP. 
The activities of the ACCV include: recommending changes in the Vaccine 
Injury Table at its own initiative or as the result of the filing of a 
petition; advising the Secretary in implementing section 2127 regarding 
the need for childhood vaccination products that result in fewer or no 
significant adverse reactions; surveying Federal, State, and local 
programs and activities related to gathering information on injuries 
associated with the administration of childhood vaccines, including the 
adverse reaction reporting requirements of section 2125(b); advising 
the Secretary on the methods of obtaining, compiling, publishing, and 
using credible data related to the frequency and severity of adverse 
reactions associated with childhood vaccines; and recommending to the 
Director of the National Vaccine Program that vaccine safety research 
be conducted on various vaccine injuries.
    The ACCV consists of nine voting members appointed by the Secretary 
as follows: (1) Three health professionals, who are not employees of 
the United States Government and have expertise in the health care of 
children, and the epidemiology, etiology, and prevention of childhood 
diseases, and the adverse reactions associated with vaccines, at least 
two shall be pediatricians; (2) three members from the general public, 
at least two shall be legal representatives (parents or guardians) of 
children who have suffered a vaccine-related injury or death; and (3) 
three attorneys, at least one shall be an attorney whose specialty 
includes representation of persons who have suffered a vaccine-related 
injury or death, and one shall be an attorney whose specialty includes 
representation of vaccine manufacturers. In addition, the Director of 
the National Institutes of Health, the Assistant Secretary for Health, 
the Director of the Centers for Disease Control and Prevention, and the 
Commissioner of the Food and Drug Administration (or the designees of 
such officials) serve as nonvoting ex officio members.
    Specifically, HRSA is requesting nominations for three voting 
members of the ACCV representing: (1) A pediatrician who has expertise 
in the health care of children, the epidemiology, etiology, and 
prevention of childhood diseases, and the adverse reactions associated 
with vaccines; (2) a member of the general public who is the legal 
representative of a child who has suffered a vaccine injury or death; 
and (3) an attorney whose specialty includes representation of persons 
who have suffered vaccine injuries or deaths. Nominees will be invited 
to serve a 3-year term beginning January 1, 2008, and ending December 
31, 2010.
    Interested persons may nominate one or more qualified persons for 
membership on the ACCV. Nominations shall state that the nominee is 
willing to serve as a member of the ACCV and appears to have no 
conflict of interest that would preclude the ACCV membership. Potential 
candidates will be asked to provide detailed information concerning 
consultancies, research grants, or contracts to permit evaluation of 
possible sources of conflicts of interest. A curriculum vitae or resume 
should be submitted with the nomination.
    The Department of Health and Human Services has special interest in 
assuring that women, minority groups, and the physically disabled are 
adequately represented on advisory committees; and therefore, extends 
particular encouragement to nominations for appropriately qualified

I. Function of the Risk Communication Advisory Committee

    The committee advises the Commissioner of Food and Drugs on 
strategies and programs designed to communicate with the public about 
both the risks and benefits of FDA-regulated products so as to 
facilitate optimal use of these products. The committee also reviews 
and evaluates research relevant to such communication to the public by 
both FDA and other entities. It also facilitates interactively sharing 
risk and benefit information with the public to enable people to make 
informed independent judgments about use of FDA-regulated products.

II. Criteria for Voting Members

A. Experts

    Persons nominated for membership must have scientific expertise or 
extensive experience in one or more of the following fields: Risk 
communication; risk perception; social marketing; communications; 
cognitive, social, health, behavioral, or other relevant specialties of 
psychology or sociology; decision analysis; qualitative or quantitative 
research methodology; health literacy; cultural competency; journalism; 
and/or biomedical ethics.

B. Public Members

    Persons nominated for membership on the committee to provide a 
perspective from real-world experience on the communication needs of 
the various groups who use FDA-regulated products must have the 
following skills: (1) Ability to communicate the interests and 
perspectives of consumers, patients, patient-caregivers, or health 
professionals; (2) ability to discuss benefits and risks; and (3) 
ability to understand the results of research studies. In addition, 
preference will be given to nominees who have one or more of the 
following qualifications: (1) Ability to analyze technical data; (2) 
understanding of research design; (3) ability to disseminate 
information about the advisory committee experience to the community; 
and (4) ties to a consumer, patient, and/or community-based 
organization. As a member of the Risk Communication Advisory Committee, 
these individuals will serve in their individual capacities. However, 
we expect that they can also serve as conduits between FDA and the 
general public. Nominated individuals may include patients and 
patients' family members, health professionals, communicators in 
health, medicine, and science, and persons affiliated with consumer, 
specific disease, or patient safety advocacy groups.

critical environmental concern, national outstanding natural areas, 
national natural landmarks, research natural areas, wilderness or 
wilderness study areas, and units of the Wild and Scenic Rivers System 
or National Trails System. The term exceptional resource refers to a 
resource of scientific, natural, historic, cultural or recreational 
value that has been documented by a Federal, state, or local government 
authority, and for which there is a compelling need for conservation 
and protection under the jurisdiction of a Federal agency in order to 
maintain the resource for the benefit of the public. Nominations 
meeting the above criteria may be submitted by any individual, group or 
governmental body. If submitted by a party other than the landowner, 
the nomination must be accompanied with a written confirmation from the 
landowner of their desire to sell. Nominations will only be considered 
eligible by the agencies if: (1) The nomination package is complete; 
(2) a Federal land use plan calls for acquisition of the land or 
interest in land being nominated; (3) the land does not contain a 
hazardous substance or is not otherwise contaminated; (4) the land 
would not be difficult or uneconomic to manage as Federal land; and (5) 
acceptable title can be conveyed in accordance with Federal title 
standards. The agencies will assess the nominations for public benefits 
in accordance with a jointly prepared State level Interagency 
Implementation Agreement for FLTFA and a National level Interagency 
Memorandum of Understanding among the agencies and will rank the 
nominations. The nomination and identification of an inholding does not 
obligate the landowner to convey the property nor does it obligate the 
United States to acquire the property. All Federal land acquisitions 
must be at fair market value consistent with applicable provisions of 
the Uniform Appraisal Standards for Federal Land Acquisitions.

    The purpose of this notice is to list the members of the National 
Advisory Committee on Institutional Quality and Integrity (National 
Advisory Committee) and to give the public the opportunity to nominate 
candidates for the positions to be vacated by those members whose terms 
will expire on September 30, 2007.


 The Department of Defense Audit Advisory Committee shall be 
composed of no more than five members who are eminent authorities in 
the fields of financial management and audit. Committee members 
appointed by the Secretary of Defense, who are not full-time Federal 
officers or employees, shall serve as Special Government Employees 
under the authority of 5 U.S.C. 3109.

SUMMARY: On November 29, 1999, the President signed into law the Patent 
and Trademark Office Efficiency Act (the ``Act''), Pub. L. 106-113, 
Appendix I, Title IV, Subtitle G, 113 Stat.1501A-572, which, among 
other things, established two Public Advisory Committees to review the 
policies, goals, performance, budget and user fees of the United States 
Patent and Trademark Office (USPTO) with respect to patents, in the 
case of the Patent Public Advisory Committee, and with respect to 
trademarks, in the case of the Trademark Public Advisory Committee, and 
to advise the Director on these matters. The USPTO is requesting 
nominations for three (3) members to each Public Advisory Committee for 
terms of three years that begin from date of appointment.

SUPPLEMENTARY INFORMATION: The Advisory Committees' duties include:
    Review policies, goals, performance, budget, and user fees 
of the USPTO relating to patents and trademarks, respectively, and 
advise the Under Secretary of Commerce for Intellectual Property and 
Director of the USPTO on these matters; and
    Within 60 days after the end of each fiscal year: (1) 
Prepare an annual report on matters listed above; (2) transmit a report 
to the Secretary of Commerce, the President, and the Committees on the 
Judiciary of the Senate and the House of Representatives; and (3) 
publish the report in the Official Gazette of the USPTO.
    Members of the Patent and Trademark Public Advisory Committees are 
appointed by and serve at the pleasure of the Secretary of Commerce for 
three (3)-year terms.

Advisory Committees

    The Public Advisory Committees are each composed of nine (9) voting 
members who are appointed by the Secretary of Commerce (the 
``Secretary''). The Public Advisory Committee members must be United 
States citizens and represent the interests of diverse users of the 
USPTO, both large and small entity applicants in proportion to the 
number of such applications filed. The Committees must include members 
who have ``substantial backgrounds and achievement in finance, 
management, labor relations, science, technology, and office 
automation.'' 35 U.S.C. 5(b)(3). In the case of the Patent Public 
AdvisoryCommittee, at least twenty-five (25) percent of the members 
must represent ``small business concerns, independent inventors, and 
nonprofit organizations,'' and at least one member must represent the 
independent inventor community. 35 U.S.C. 5(b)(2).Each of the Public 
Advisory Committees also includes three (3) non-voting members 
representing each labor organization recognized by the USPTO.

Procedures and Guidelines of the Patent and Trademark Public Advisory 
Committees

    Each newly appointed member of the Patent and Trademark Public 
Advisory Committees will serve for a term of three years from date of 
appointment. As required by the Act, members of the Patent and 
Trademark Public Advisory Committees will receive compensation for each 
day while the member is attending meetings or engaged in the business 
of that Advisory Committee. The rate of compensation is the daily 
equivalent of the annual rate of basic pay in effect for level III of 
the Executive Schedule under section 5314 of title 5, United States 
Code.While away from home or regular place of business, each member 
will be allowed travel expenses, including per diem in lieu of 
subsistence, as authorized by section 5703 of title 5,United States 
Code. The USPTO will provide the necessary administrative support, 
including technical assistance, for the Committees.

Applicability of Certain Ethics Laws

    Members of each Public Advisory Committee shall be special 
Government employees within the meaning of section 202 of title 18, 
United States Code. The following additional information includes 
several, but not all, of the ethics rules that apply to members, and 
assumes that members are not engaged in Public Advisory Committee 
business more than sixty days during each calendar year:
    Each member will be required to file a confidential 
financial disclosure form within thirty (30) days of appointment. 5 CFR 
2634.202(c), 2634.204, 2634.903, and 2634.904(b).
    Each member will be subject to many of the public 
integrity laws, including criminal bars against representing a party, 
18 U.S.C. 205(c), in a particular matter that came before the member's 
committee and that involved at least one specific party. See also 18 
U.S.C. 207 for post-membership bars. A member also must not act on a 
matter in
which the member (or any of certain closely related entities) 
has a financial interest. 18 U.S.C. 208.
    Representation of foreign interests may also raise issues. 
35 U.S.C. 5(a)(1) and 18 U.S.C. 219.

Meetings of the Patent and Trademark Public Advisory Committees

    Meetings of each Advisory Committee will take place at the call of 
the Chair to consider an agenda set by the Chair. Meetings may be 
conducted in person, electronically through the Internet, or by other 
appropriate means. The meetings of each Advisory Committee will be open 
to the public except each Advisory Committee may, by majority vote, 
meet in executive session when considering personnel, privileged, or 
other confidential matters. Nominees must also have the ability to 
participate in Committee business through the Internet.
