The Senior Executive Service was
established by statute in 1978 and modified in a number of ways since. It
is part of the Office of Personnel Management. The idea was to establish
and maintain a training and management program to strengthen the top management
structure of the federal government. The qualifications and training to participate
have to do with improvement of corporate management skills more than of specific
talents and skills for particular government services. Questions like
continuity, career commitment, leadership development and stability are central
to the concept.

Senior
Executive Appointments are on the dividing line between Presidential patronage
appointments and the Federal Civil Service. These career people often
serve in temporary appointments vacated by political appointees, and sometimes
simply hold the jobs.
